Update Detail
While visible construction activities over the next few months may slow due to the weather, the project should remain on schedule, with more progress on interior work. City staff will keep busy planning for spring 2008 and coordinating the remaining road reconstruction, streetscape, and plaza construction phasing. The City’s consultant has also begun to work on plans to maximize parking and pedestrian circulation during the upcoming spring construction activities. He will also be working with the City on planning the phases to minimize the effect on local businesses.
Parking Deck Construction/ The Plaza
Crews continue to work on the helix ramp at the southwest corner of thedeck. The first level is complete, and they are now working on the second level of the ramp, which will take cars between levels 2 and 3. Bricklayers will also be working on brick facades, weather permitting. Interior carpentry work is also progressing on the second floor of the east façade. We should begin to see some windows installed soon. City staff is taking a close look at the parking configuration in the deck to ensure the most efficient use of the space. The current configurationallows for 432 public parking spaces.
South 1st Street
A railing on top of a retaining wall behind the Harris Bank building at the south end of 1st Street has been installed. The full occupancy permit has been issued for the building as well. While the streetscape (brick pavers, tree grates, etc.) has been mostly completed in front of the Harris Bank and Milestone Row buildings, there are several items that will be completed in spring 2008 due to weather conditions. The buildout for Harris Bank has been approved and should be completed in February 2008. Milestone Row is also filling with tenants, their newest being Management Recruiters of St. Charles and STC Capital Bank.
Public Space Design Committee
The next meeting will be held on January 7, 2008, at which they plan to finalize the design for the east plaza and riverwalk. The staff and engineering evaluation will be completed by this meeting, along with a cost estimate. Construction of the plaza should begin in March or April 2008.
Questions or comments about the First Street may be directed to the First Street hotline at 762-7097 or email at 1stStreet@stcharlesil.gov.

The City of St. Charles has contracted Martam Construction, Inc. of Elgin, Illinois, to replace the existing 5’ x 6’ box culvert under 7th Avenue between Edward Avenue and Ronzheimer Avenue. Construction is scheduled to begin on January 22, 2007, and should last for approximately 7 weeks, weather permitting.
In order to complete the project, it will be necessary to completely close 7th Avenue to all traffic for part of the construction project from January 25, 2007, to February 14, 2007. A detour route will be posted for this closure and will take traffic along Edward Avenue, 13th Avenue, and Ronzheimer Avenue. The City would ask that residents keep parking on these streets to a minimum due to the posted detour. Trash pickup will remain as it is, but in the event that this does not remain feasible, residents and Veolia Environmental Services will be notified of the revised locations.
Please contact Chris Tiedt of the Engineering Office at (630) 377-4486/ctiedt@stcharlesil.gov with any questions or concerns.

The web sites are currently going through an end-of-the year cleaning. Broken links are being fixed and other information is in the process of being updated.
Frequent web site users will notice that the Council Update box on the City Administrator’s page has been changed to the Weekly Wire. Come January, this will be a new, weekly newsletter that will be posted on the site each week. It will contain updates and other newsworthy City information. A link to this weekly newsletter will also be posted on the City News page.
Also in January, the City Grapevine weekly updates on City projects will be eliminated. These types of updates will be included in the Weekly Wire instead.
The First Street groundbreaking photos have been posted on the 1st Street web site as a PowerPoint presentation and are now available for viewing. For those who have not visited the site for a couple of weeks, be sure to check out the new building elevations. Smaller files were recently posted and are more easily viewed.

Use Local Firewood – This time of year we like to huddle around a cozy fire. But to reduce the threat to our trees, it’s important to consider where our firewood comes from. Ash firewood can harbor larvae of the dreaded emerald ash borer. This is believed to be how the insect traveled from Michigan, where it has killed millions of trees in the Chicago area. So to keep infestation from spreading, buy only hardwood firewood that has been cut locally. Regulations now ban moving it from quarantine areas to Kane Country and the North Shore without a permit: fines can reach $500. That ban and another on moving firewood across Illinois state lines apply to all hardwoods because it is hard to tell them apart once they are cut. Any comments or questions call Ben Deutsch at 377-4459.
